The Ministry of Communications has amended the Unified License (UL) Agreement for change in the time period of storage of Call Detail Record (CDR)/ Exchange Detail Record (EDR)/ IP Detail Record (IPDR). It put out the amended terms yesterday.
The Unified Licensees will now have to store the data for at least two years, instead of the earlier requirement of one year.
The New Terms
The government is the licensor in this case. It reserves the right to modify the terms and conditions of the License at any time for reasons related to public interest or security of the State or for the proper conduct of telegraphs. The relevant part of the Unified License Agreement here is Condition 5.1 of Chapter- I.
According to the amendments, telecommunication firms will have to maintain the following records, for a period of two years:
- All commercial records/ CRD/ EDR/ IPDR with regard to the communication exchanged on the network;
- Maintain CDR/ IPDR for Internet including Internet Telephony Service for a minimum period of two years.;
- Log-in/ log-out details of all subscribers for services provided such as internet access, e-mail, Internet Telephony, IPTV, etc.
After two years, the licensee can delete the record after two years, unless the licensor directs otherwise.
